Driving Test Changes

The DSA(Driving Standards Agency are working very proactively towards changing the new and existing drivers learn to drive. The DSA have compiled a consultation document and here is an briefed version of some changes on the way.

Following consultation, Ministers have decided to proceed with a programme of measures, based on education and incentivisation, which will strengthen the way that people learn to drive and are tested, and encourage a culture of lifelong learning. The DSA plan a phased implementation programme, which supports progressive improvements whilst avoiding disruption to those currently learning to drive.

Early improvements are:

• Continued roll out across Great Britain of the new pre-driver qualification in safe road use.

• Introducing from October 2009:

• a partial credit towards the theory test for car drivers for those students awarded the new pre-driver qualification in the form of an abridged theory test; and

• case studies into the theory test for car drivers and moped and motorcycle riders to better assess whether learners have understood driving or riding theory; . Launching in 2009/10 a trial to assess the effectiveness of the proposed new learning to drive syllabus and process;

• Introducing from October 2010 a requirement for the supervising driver to accompany the candidate during a practical car test; and

from October 2010 introducing into all our practical tests for learner drivers an assessment of competence whilst the candidate is driving independently.

3. This is a long-term programme. Further measures will be brought forward in the light of evidence and trialling

Whilst the consultation has identified some support for increased regulation of the way that people learn to drive, or the placing of post-test restrictions on newly-qualified drivers, we are not persuaded by the arguments put forward for these alternative approaches. However, we will continue to monitor any emerging evidence from other countries relating to increased regulation and post-test restrictions. During 2009/10 1.

Continued roll out across Great Britain of the new pre-driver qualification in safe road use.

2. Introduction of a partial credit for the theory test for car drivers for those awarded the new pre-driver qualification in safe road use – target date October 2009.

3. Introduction of case studies into the theory test for learner car drivers and moped/motorcycle riders with the next refresh of the question bank – target date October 2009.

4. Continue with the programme of research development and trialling of individual measures, including a syllabus and workbook, attitude advisor, record of test readiness, independent driving, and 3D Animation.

5. Launch a trial to assess the effectiveness of the proposed new learning to drive syllabus and process - by March 2010.

6. Undertake consultation on modernising driver training, including proposals to enable a more informed choice of instructor - by March 2010.

7. Undertake analysis of the implications of separating theory test questions published as learning material from “live” items - by spring 2010.

8. Facilitate the development of a new voluntary vocational van driver qualification for launch - by March 2010.

9. Contribute to the development of the new approach to re-education and re-assessment of certain road traffic offenders – ongoing
